November 1986 L. Kuchma appointed General Director for the UMZ. May 15, 1987 successful launch of launcher 11K25 ( «Energy»). At the first stage of «Energy» used band of the four first stages of «Zenit». December 1987 completed flight testing of RK 15ZH61 and RN «Zenit». October 1988 put in operation RN «Zenit». April 1990 in the PMZ (Pavlograd) started the test of range AVE-100A windmill. December 1991 produced the first sample of trolley UMZ T-1.
